It's not clear to me that the responsibility lies solely with the companies producing fossil fuels. Surely a lot of responsibility lies with consumers of the fossil fuels creating a market for the fossil fuel.
In any case, it's a classic tragedy of the commons and we need coordinated action at the nation-state level.
That’s the big question I had with this: is it the actual production of fossil fuels that is producing that much GHG? Or is it other industries using the produced fuel that is liberating the GHGs from the fuels?
